How can I clean the rust that caught on my blenders blade?

And the blender is totally struck and not spinning. Can someone help me with this problem?

1. Brillo pad, or perhaps chop up some ice cubes submerged in white vinegar.
2. A solution of salt and viniger.
3. I would try ice cubes.I make crushed ice in a blender and I don't have any problem.
